iLAB has been awarded a contract by the Georgia Technology Authority (GTA) to provide Outcome-Based Independent Verification and Validation (OB IV&V) services, expanding iLAB’s work supporting complex public sector technology programs with independent quality oversight.
For iLAB, the award represents more than an expansion of our public sector portfolio. It reflects an evolution taking place across government technology programs: agencies need independent validation to understand whether a program is delivering the intended outcome.

Why IV&V Is Evolving
Independent Verification and Validation has long played an important role in large government technology initiatives. Traditional IV&V engagements frequently emphasize project documentation, compliance, governance, schedules, risks, and whether required activities have been completed.
Those controls remain important. But experience across complex modernization programs has shown that completing the required activities does not mean a system will work as intended for the people who depend on it.
Repeatedly, our teams enter programs during implementation to provide independent testing and quality engineering. Often, we see problems that originate much earlier in the lifecycle:
- Business requirements not accurately translated into system requirements
- Acceptance criteria unclear
- Dependencies between vendors missed
- Testing environments not ready
- Deliverables were technically complete but did not fully support the business process
